Light pollution is rampant in Berlin, Vermont

I moved from Barre City to a rural home on 1 acre in Berlin. There are farms across the street and down the road from me. Unfortunately, there is huge light pollution issues. People on rural land should not have streetlights/security lights lighting up their entire property from dusk till dawn, but sadly there are too many properties that are lit up like an airport, my neighbor is one such pollutor and I either have to fight the utility company and the town to get any darkness at night or move.
